Financial institutions may link maximum account transfers to strength of user authentication

By year-end 2005, fewer than 5% of online financial institution customers will be able to transfer more than $1,000 out of their accounts unless they use authentication methods that cannot be readily subverted by "cybercrooks" and "phishers" (0.7 probability).
